"The bench mark is set flush in the foundation of a 8’x13’x30’ high concrete tower near the eastern most security wall at the Port of Dakar, 20.0’ SSW of a set of concrete stepsleading up to the boundry wall on the east side of the port, 11.17’ WNW of the west faceing boundry wall and 1.4’ NNE of the west corner of the concrete tower and 0.7’ above the ground.
