"The bench mark is set flush in the top of the concrete bulkhead SW of the Pilot’s Tower at the Port of Dakar, 448.8’ NE of the of the first wharf on the west side of the Pilot’s Tower, 17.4’ Nwof the center of the western most train track on the east side of the first berth and 2.8’ SE of the sixth bollard leading NE along the east side of the first berth.
